Is RFC for Civ5 coming out?

I'm not sure if a thread like this is supposed to be put in the Creation and Customization or here, but I just have a question.

Is Rhye still working on RFC for Civ5?

If you go on his site I think the last news on there was in January or February of 2011.

So is it still in development?
