Is Test of Time any good?

I bought ToT for cheap on Ebay. Is it an expansion or a stand alone game by itself? I started it up to have a look at the graphics and the graphics of civ 2. They don't seem to have aged to well. I haven't played Civ 2 for 4 years and don't know if I can be bothered taking a step backwards after playing Civ 3. I can barely remember how to play Civ 2.

ToT is a stand-alone. The ToT graphics are rather dark and fuzzy, but apart from that it's superior to any other version of Civ2 out there. As far as scenario making is concerned it is still better than Civ3 (even after all the expansions)...

There are some stunning ones in development, though. See the Apolyton Civ2 Creation forum.

Not to mention CivConverter, with which you can convert scenarios to ToT.
