Is the AI petty?

I have seen it do this too. No idea why.

Maybe it's to encourage you to accept an offer the AI makes to you---otherwise, you could cheat the AI and always try other possibilities, more favourable to you, before deciding whether you want to accept the initial offer.

Though, seriously, I actually like that behaviour.

It makes your initial decision more important and requires more thought. Otherwise, like you said, you'd always just reject it and try and "milk" them with a counter offer.

Sometimes the AI will try to renegotiate the terms of a deal, to try and get more from it or to hammer you.

Very human behaviour.
