1250 hammers are a lot. Wouldn't you be better off by building units instead.
Maybe there is some way to make use of this wonder?

I think I only ever build it when I have a spare GE without a clear purpose.

Never worth it..neither is West Point, although I've used it for fail gold in space games if I have stone and IND trait.

Yeah, that is some too expensive wonder for that bonus, although it can have some use if some AI still got a lot of cities and human don't want to use Cheese-Nukes at all in game (with UN resolution help like me :D ). Than that could have some use... But its just too big for that part of game and if have GE from somewhere... some other wonders are better :)

It would be worth it if it made unit upgrades free - a tad bit OP at that point, tho. Cannons->artillery instantly...

Or at least cut the cost of upgrading by 50%.

Note Leonardo’s Workshop in Civ III had that effect, and in Civ II it did auto-upgrade for free.

It's not that bad if waiting for Tanks i.e., imo..
At that point there are usually cities that can create big amounts of hammers in short time (Ironworks?), charismatic leaders would then get CR3 Tanks from all cities after adjusting Civics.

But i guess it's more for game types like multiplayer, where army strength can have much bigger impact.
Thou if i would go fighting advanced 20+ city deity AIs, i would not mind too ;)
So overall you need very challenging games for meaningful Pentagon.
