Is There a Lore Justification for No Split Barbarian Factions?

The barbarians and infernals being different seems pretty basic to me and is in a lot of the modmods, but the FFH lore is always so nuanced and well thought out I was just wondering if there was a lore justification for it I was unaware of? Thanks.

None of the split barbarian factions are necessarily allied. Logically, a barbaric orc, a tiger, and a balor wouldn't all team up, and go attack you. They'd probably end up killing each other, THEN killing you.
