Is there a maximum city population?

And what happens to workers if there are no available citizen slots? Do any districts have more than one building that provides a citizen slot to work?

Many districts provide up to 3 citizen slots with all the buildings.

If there are no citizen slot available, the citizen is counted as unemployed, which yields something like 2 gold. I saw the number mentioned somewhere (maybe in the manual).

Is there a maximum city population? Cant tell you yet, just didnt tried to push that hard one city, because there is just no need for it. Between 20 - 30, maybe even less, there is an hard trade off between placing another district and losing a workable tile and the question, if you really need another district in the city. Add some wonders and the space is running out already.
The problem is to get enough housing at that size, after ~25 you will need a second neighborhood, if you dont use a lot of policy cards or if you dont have the luck with GP helping it.

Sure you can push very hard with a lot of internal traderoutes, maybe I will try a game with England and making London huge ... so I think you can push over 35-40, but yeah, why should you do it? Maybe only to max out Oxford or Ruhr Valley, if unemployed citizen maybe give production...

a 30 pop kongo city is pretty easy to do.

The 'maximum population' is less about housing and more about 'how many amenities can I get into this city'. You can count all luxuries in the game, along with entertainment and wonders to see what that is.

Maximum would be strictly housing limited (you can get food from elsewhere.(and amenities from surrounding entertainment districts)

5-city center buildings
7-great people boosts
So...235 max housing
240 max pop
Needs 480 food (~50 trade routes)
And 120 amenities (~30 entertainment districtin range...36 are possible with enough land area and Toronto)

except that the zoo and stadium affect all cities within 6 hexes, so that also gets boosted in those cities.

I guess my main question here was about citizen slots. There is no real point to having unemployed citizens.

I keep telling myself to build those entertainment districts and I keep prioritizing other stuff.

Those aren't really important in peaceful games cause of trade opportunities. War weariness can be a real pain.
