... toggle cultural borders on and off? Mine just disappeared somehow and re-loading a save-game didn't cure it.

There's no way to turn off cultural borders that I know of. I think you may have found a bug.

Try opening up the strategic view, do the borders reappear?
 
I have had my borders vanish on me. Luckily, it happened as I was researching Early Empire, and when I finished researching it, my borders came back. Instead of reloading a saved game, try rebooting the game.

My borders over water appear 'hard' just as often as they appear 'watery.' I can't figure out which is the norm. I *do* know, however, that ship movement is much, much easier when they appear hard. Enough so that if they appear watery, and I am planning on having quite a bit of goings-on at sea, I will reload until I get 'hard' water.

No, that's not right. As I think about it, I must have been much further along than Early Empires. But *something* made them pop back up. Hmm... I loaded the save... noticed the missing borders right away... played a few rounds... hmm... maybe I reloaded myself? Or maybe I restarted the game. Anyways, they came back.
 
Toggle the '6' key (political borders lens). That MAY fix it and if it doesn't you can leave it turned on (but not know whether another's borders are open or not).
 
...lock the screen orientation to a new angle after using ALT and the mouse to swivel...?

If not, why not! :eek:
