Is this a bug or am i missing something?

Hey guys! Creeped on here a bunch of times to find answers on numerous Civ games but this one has me stumped. So check out the picture. This is the overlay I get when planning a new Holy Site.

Took me a bit but I figured out that while it will grant me +1 faith for each mountain tile, it will only grant me +1 faith for a forest tile no matter how many are adjacent to it. I thought that lonely desert tile would have given me +3 faith but alas, only +1.

Is this a bug?

Its one for every two forests, not one for every forest, and rounded down. If there were one more forest it would be +2.
