Is this a bug or just my Fault??

Hey guys ive designed my own scenarios on PTW before and never had any problem with this, but i just got conquests in the "complete pack" bundle and after i made my scenario, (i made up some new units, resources and placed a few units on the map) i found out that when i go to play my scenario i cant "view city" anymore. The place in the upper right hand corner where the eye button usually is to view a particular city and the buildings is gone. Did i do something wrong setting up the scenario to make this feature go away? Or is this a glitch, i havent downloaded any patches for this yet..... Thanks for anyone's help!

You can't view the city in scenarios because there might not be enough room on the city view for extra buildings. It's intentional.
