Is this a bug?

I put the 3.13 patch in and fired up a game. I built a settler once
the city hit size 3 and I place it within 5 tiles of my capitol. I click
end turn and the first prompt I get is the message saying the city
has rightfully asked to join brennus's civ lol. The city is 1 turn old at
this point. Its in between me and Brennus but still thats kinda lame.
 
Yep, it happened to me exactly the same way... Not a game-breaking problem but a little irritating.
 
Do you have a save from before it happened? The turn you settled (pre-settling) would be best.

Installing the patch resets your preferences. Go into options and select "minimize pop-ups". Not a bug. . .

it's a "feature" :) This has been happening since BtS came out and is not new to the patch.
 
It is not a problem with the pop-ups. (I reset all of my setting as soon as I put in the patch.) The problem is that the blasted city wants to switch owners the minute after it is built, and join a civ that I haven't even seen yet!!!
 
It's either a bug or a blatant idiocy. Either turn off popups or just ignore such messages.
Last game, I got "rightfully" messages almost every turn, about big, healthy, happy cities of mine wanting to join my far weaker vassal who didn't have the techs or resources to keep them in their current state. This happened all along our current border and from all the cities I had conquered from an extinct civ which had also had a common border with my vassal. Just plain stupid.
 
Happened to me also, was playing a future start game and right after i settled a city, it wannted to join "rightfully" to another civ.
