Is this a bug?

I have been playing Civ 6 for about 4 years and never once had a spawn like this. Is this a bug from the new patch or just extremely good luck?

For the record I declared which resulted in the Warrior capturing the Settler though with an odd lag where I had to take a second action to before it actually showed me controlling the Settler. I ended up not playing out the game, as this seemed a bit too ridiculous.

Ok good to know. I would have hated to play it out and submit to Hall of Fame and then find out is was not a valid start. Seems like the code would keep units from spawning on top of one another - in fact I have never even seen a City State this close, usually they are at least 6 tiles away I think (and even that close is rare).

Playing with an overcrowded map, perhaps?

This. The game is balanced for normal civ numbers, if you have more than the "supported" number of civs, this happens regularily.

Standard map size, continents, 12 City states and 8 Civs. No mods. So shouldn’t be crowded. Never saw this before although I do remember a GOTM way back in the day that started You as Aztecs next to an AI Settler.

Care to share the game settings and map seed?

I'm curious to try this as well :)

Deity, Standard speed, Standard map size, Continents. Normal Gathering Storm game (e.g. not Apocalypse or Secret Societies Mode). I did not change any of the settings from default except shifting to Deity and Standard Size.

It turns out I had "Leugi's Unique District Icons" loaded, which I must have downloaded like two years ago and did not even know was running. However, I think that just changes the icon of the unique districts (I actually think this is just implemented in the normal game now). So, I would assume that was not the problem but maybe the mod did something weird to the rest of the code. I will let you know if I roll one of these odd starts again now that I shut off all mods.

Here is the first start if anyone wants to play a really easy game (double Settler at start). I never saved the second one.

If anyone else has rolled one of these maps I'd be interested to know if this was luck, a bug, or what.... maybe I should have played it out and went for my personal speed record but it felt like cheating.

I have gotten some of this start in TSL maps, but that is just because the map is too small for all the civs available in their real regions. Never got this kind of spawn in other maps...

I once loaded up a TSL YNAMP map as India and found to my delight that I was set square in the middle of three city states settlers. I nailed two immediately and got the third on the next turn as he could not escape quick enough. Not fair, but very cool and fun while it lasted. (BTW I cheat with a starting scout and worker, so there.)

Yeah, I did that once too with Gilga - Babylon is one tile away in YNAMP map, Jerusalem and Antioch were close also, and they didn't settle immediatelly, so I could grab one of them. In turn 5 I got 3 cities. Then, the CS settled and was my friend. Besides, that gives Political Philosophy inspiration, which helps a lot.
