Is this just terrilbe luck?

The fact that you have eliminated traits is why that is happening. Popping huts safely is the main feature of the expansionist trait.
 
Yes, it's just terrible luck - in one game almost every single hut my Warriors popped had Barbs in it, but in another I've gotten Barbs twice, maps two or three times, at least one tech, and gold. Interestingly, the second example was on the higher difficulty.
 
If you are playing Deity or Sid the huts are less forgiving. There is chart around on the odds.
 
If you read Spoonwood's link, Warlord difficulty gives non-Expansionist civs a 25% chance of netting Barbarians. It's just (pseudo)random numbers.

what i mean is I play one game on warlord with no civ traits and get majority as barbarions, then later i start a different game with same diffculty, no traits and get nice things like techs and maps.

Basically, it depends on the starting number entered into the Random Number Generator. My experience is that when you hit a game where you start off hitting barbarians, that continues, and the same for goodies from the goody huts. it is like you start one sequence or the other.

timerover51 - is this opinion based on past experience or this based on the game mechanics? I've witnessed a little of what you were talking about and figured it was bad luck. Has someone difinatively figured this out by looking at the programming or testing?
 
I've written it off to bad luck, too. My son and I hotseat, and its quite common for him to get a string of techs and me to get a string of barbs.
