Methinks the calculations used for best city are either screwy or biased. Using my embassies to confirm it, the culture of London is in no way more than Carthage. (This image was taken from GOTM 17). Yet London is considered the best, despite its smaller size and having two less wonders than my great city. So is it a bug, a feature, or a cheat?:confused:

I often have the same question, so it's not a bug, just a calculation I don't follow. My guess would be when they built their wonder and, more importantly, when they built their early culture-producing buildings.
 
This does tend to make a difference based on many observations. For a or some reasons that I don't really know, a city that builds a great wonder early in the game will tend to remain a city among the top 5. For instance, I remember that the English had built the lighthouse, which was the first wonder built. Since this was a while back, when I was still playing cheiftan, I ended up having a couple of cities with a almost complete monopoly over great wonders, and yet, the city that the English had built the great lighthouse was still at the top.
