Depends on how you define official. We're a fan site, so per se not official.
But yes, you can sometimes see people from Firaxis posting in the bug reports section.

Just wondering what the best way to report bugs is. There's a rather nasty bug with free buildings that hasn't been fixed yet .

Well, then do it in the bug reports forum, together with a savegame before and after the problematic event.
If you keep it for yourself, then the chances that it'll be fixed will sure be lower than in contrast to if you report it here.
