MY 2 cents:

Isreal would be worthless as a civ in this game. One, babylon would be up your... oh, and so would egypt. they would both collapse to Arabia. It would be like playing as portugal if there wasn't naval techs - hopeless. Imagine realistic challenges they faced:

Isreal would have to "resist" both Egypt and Babylon! Both would almost certainly DoW, and since you can't build cities you will collapse to GnP and foreign.

This would be like adding in the "Huns" which would be in Hungary, unless im wrong, wouldn't this spawn by Turkey and flip? What about Poland? Surely there is enough room in the Baltic after the collapses of greece, rome etc. will you just give it "poland" or the entire ukraine region? This means that there will be another civ to die to russia/germany/turkey. I would love to see some of these civ's divided into a "timeline" but i admit they wouldnt work.

New civ's need to consider the space they will take, who their cities will flip to, the UHV conditions and the lands around them. Imagine if greece had a seperate country for Athens and Sparta? Or if USA had 2 starting points, one for Washington, and a confederate "flip" of every city south of washington up to texas? Fun? Yes, but both "USA's" will be somebodies vassal.

Lets place in the Toltecs. another cluster of 2 cities in mexico? Lets place in Korea. It would have a 10x10 or so space that clusters japan/china/mongol.

Most new civ's wouldnt work and the only proposed ones ive thought that COULD work are:

Celts (would spawn before greece, and UHV before euro-spawn). This would require even more "time" to the stone age era.

Native Americans (would spawn about 1200's) i can only imagine Monty would be further negated by an actual civ up there - well, it might start defending its borders and not just lose cities to barbs. And the euro's - they wouldn't be able to colonize, which means small empires. then the USA spawns and "eats" the natives.

Zulu - Again, it would be bad for colonization. It would make ethiopia worthless, it wouldn't effectively compete with Mali and therefore contributes nothing to africa.

Canada - This would flip even more euro-cities, and limit the growth of North America. i picture many early-wars between the 2, causing them to become vassals and unable to grow. they would build in each others way, and neither civ could truely develop.
