Well Israelite, I'm torn between semi-urbanized tribe and city-state. Which one would be easier for empire building?

I think I might go with semi-urbanized tribe, but I'll await your answer.
 
Well, Iggy, it really depends on your play style. City states start out stronger, but they are less stable and militarily weaker (at least at first). Semi-urbanized tribes are balanced, they have few advantages and few disadvantages, which means you have a blank slate to work with. Again, it all depends on your own play style.
