I've read that you can build the Kremlin once you adopt Order as your ideology. However, whenever I play Civ, one of the requirements for the Kremlin is to adopt Autocracy as the ideology. Also, Prora is completely missing from the game. Is this supposed to happen (an update that I'm not aware of?) or is my game bugged?
