It annoys me when a civ randomly calls me and is like "I here your culture is so pathetic that even teh barbarians wont join" or " you pathetic military is laughable." when my military not only outnumbers them but is technologically superior

I usually kill them to teach them a lesson ^_^

I figure that's why some AIs do it, to provoke a fight without taking a hit to their reputation.

It's hard to imagine that a declaration of war would be less of a relations hit than just saying they're passing through, but even if it was, the disadvantage of letting the enemy attack first is major, and if you're going to attack him anyway, it's hard to be concerned about a relations hit.

Unfortunately, since the relations system is totally opaque, it's very difficult to know what these options actually do.

From what I understand, it's not the declaration of war that penalizes you, but the actual taking of cities.
