That's part of the problem. I posted an FAQ about downloading, installing and playing a new civ, and I still see the same questions posted.
It's a brief FAQ - divided into sections, not pages and pages.
The problem, indian, is that many users ask for direction. Someone spends time giving them direction, and they're never heard from again. I've even PMed people detailed instruction only to receive no reply, and to find they haven't visited this area of the forum (or the forum at all) in days and days.
That's why stickies and FAQs are so crtical - they minimize repetition and they remove the need to person-to-person contact (because that, alone, can be so difficult).
As for a summer job, not a good excuse, to be honest. Most of the modders I work with here have wives and families. Many have insanely demanding careers. People are busy but anything worth having comes at a price.
FAQs/Stickies are design to reduce the cost. Take advantage of them.

Here's a bit of practical advice that may help you - and I'm sincerely trying to help here. Learn a bit of XML by comparing vanilla files to modded files. Start with something simple like Text files. The CivilizationInfos file isn't too bad, take a look at that one too.
Then, volunteer to help with a mod - even if it has NOTHING to do with XML or graphics. Offer to put together pedia entires from Wiki, etc. (even simpler because it's just a matter of google research and Word)
This way, you'll build a network of contacts, so when you need help, you'll have resources to draw from.
