I'm nervous about flat culture gains like that because they tend to scale very poorly even when a player tries to maximize them.

(Its how I feel about Montezuma's UA, but that might be because I only play Marathon games.)

That would also encourage constant suicide tactics, which seems a bit unintuitive despite the synergy with Bushido.

Which is one good reason for it right there. Constant, static, unconditional yields reward passive playstyles.

I'd say it's quite intuitive, especially due to the synergy with bushido. Of course, you don't have to kill your units off, you just need to find a use for a large army. Conquest is a good one.

If you play aggressively, particularly with a melee-heavy army, you don't have to go out of your way to lose units.
 
I'm fine with encouraging active play, but I'd want it to scale.

Something like a flat and % boost to your empire wide :c5culture: output on each activation would be better.

Theres also nothing intrinsicly wrong with it giving some "passive" (peaceful) style benefit: civs can have a level of flexibility in play-style.


I prefer to come overprepared for an aggressive war when I can to try and keep every unit alive to reap the benefits of promotions.

(On a side note, I use a mod that gets rid of Instant Heal.)

Defensive wars are typically more survivable.
