Can someone plz explain what this means??

China wont capitulate for this reason although i conquered a lot of cities.
And the romans say this to??

You are also in war with Monty, and China has a peace treaty with him.
If Mao would capitulate now he would normally declare on Monty, but it's not possible cos of x turns peace he has with him

If an AI capitulates/vassalises it has to take on any of the new masters current wars.
In this case Monty and Mao have a peace treaty so cannot declare war making capitulation impossible till the peace treaty runs out.
Similarly Rome has a peace treaty with Mao.
