I constantly plant forests so hitting the shift key is really irritating. Anyway i want to put all the useful terraform commands in one place on the keyboard. how to? Editing alpha.txt doesn't seem to work if only b/c other commands & key-bindings take precedent.

Terra-former ai and governors are stupid. How to edit these?

According to the #TERRAIN section in this link, it is not known how to change the hot keys for terraforming. At one time I programmed the scroll-wheel on my mouse to transmit Shift-F. That made it easier to plant forests. Perhaps your mouse has a similar function.

Some modders have attempted to improve AI terraforming by editing alpha(x).txt. For example, by making mines to require a tech that isn't available right away. The hope was that AI formers would then plant more forests if they couldn't plant mines. Right off the top of my head, I can't recall how successful such modifications were. CFC member kyrub has more recently improved AI terraforming in a mod, but forum rules don't allow me to point its location to you.

Darsnan has modified the #UNITS section of alpha(x).txt to provide the AI with cheaper and more useful units. I've been using it and it does seem to help the AI governors. Here it is, in case you want to give it a try (be sure to make a copy of your original file in case you want to revert back):

Thank you very much for link. How could the game not have hotkey changeability. I have been looking for a keyboard macro program ever since i started playing fighting games.

And modifying each improvement to work like a whole set is also impossible. Or maybe disable everything except forest and borehole lol. Improve all ais at the same time. I think i have heard of this done for the player only.

I was actually looking for build priorities. Not the opponent ai. Have you ever played CivEvo or even Cosmic Supremacy? That, in text file form is what i was hoping for.
