When deciding where to put your first city, the keyboard commands that would be most useful at that point are disabled: Toggle grid (Shift-G), toggle resource icons (Shift-R), toggle yield icons (Shift-Y), and menu (Esc). The map options are still available from the mini-map menu, but I haven't figured out how to get to the menu before plopping the city down.
The only keyboard commands that I can get to work during this part of the game are zoom in and out (Page Up and Page Down), load (Ctrl-L), and -- strangely -- orbital layer (Shift-O).
I know it's a minor thing to worry about, but not being able to use the grid and resource shortcuts is super annoying! Also, it might be nice to save the game at this point, too.
