King Richard and Colossus For Empire

The problem is when you build KRC in a ccity that is initially very good, but then does only averagely.
 
KRC really needs to be built early along with Shakes so that it grows to size 20+ as quickly as possible. After that it can pump out caravans every other turn, which should net you all the mid-game Wonders you want. After that, rehome all your big fleet units there and switch to Democracy.
 
I had games where KRC resulted in a Production of 90 shields (4xcoal, some other hills, railroads), but only for some turns - industrialization was too near.
