Alright, well on my current game I'm playing as Cassiel, ultimately going for an Altar victory(I've wanted to do this for ages). The Malakim declared war on my early on(I hate Varn...) but my heroes held him off until I could get swordsmen and catapults. After finishing him off, I have two choices to attack next: Perpentach, who is currently the leader in score and has the highest power rating, and Cardith Lorada, who is second highest in score and has the second-highest power rating. I'm third in score and have the 6th highest power rating, though that didn't stop me from wiping out the 4th-place Malakim.

Cardith Lorada is obviously an easier target, but he's Pleased with me and I'm trading some extra cotton for his shirts, which boost my happy cap. If I take his cities, will those tailors remain?

I don't believe so. In any case you will be better off if you take the fight to the stronger foe, unless you lose outright. Perpentach could potentially expand his power while you are at war with the Kuriotates, leaving you in 2nd still faced with fighting the 1st place civ anyway. The Kuriotates don't gain much power by capturing additional cities, so if you manage to defeat the Balseraphs you should be comfortably in first place. Also, war with Cardith Lorda will net you only a few decent cities; most or all of the Balseraph cities should be more developed and desirable than Kuriotate settlements. Trashing a potential friend for a lesser gain sounds like a bad deal. Try to get Cardith Lorda to help you kill off Perpentach.
