Kuriotates + Settlements + Culture = Working as Intended?

I'm trying out the Kuriotates and am using, Herne, as my leader. Since he his "Cultural" my settlements all get +2 culture so, to my surprise, the borders of the settlements actually grow.

From my understanding, settlements are not supposed to have any culture so are supposed to be stuck in a 3x3 grid. This seems to me that Herne is very overpowered compared to the other leaders...in fact using him seems to be a MUST.

Thoughts?

PS Also, according to the FFH2 manual, it says that trying to add all religions to your settlements is beneficial....but I don't see the benefits they are referencing. Anyone know what the benefits are?
 
Settlements produce culture just like any other city. They have a more difficult time producing culture-producing buildings, however, since they cannot construct buildings.

The benefit of adding religions to settlements is the free culture (or gold, in the case of RoK). Having multiple religions is only really beneficial if you have no state religion, however. If you adopt a state religion then only your state religion contributes culture (or gold), and the other religions do nothing. You can use priests to build temples in settlements, however, and the benefits of those buildings will remain even if you switch to another religion.
 
You can use a variety of wonders and civics to produce culture in settlements, mostly using specialists.
 
Not to mention their world spell gives all of their cities and settlements a substantial amount of culture. I always wait until I have claimed my "area" with settlements before using it.

Besides to culture, there is a nice bonus if you have the religion's holy shrine. But I think the greatest bonus is if you use a priest to create a temple. Then you can create a specialist in that city and actually get something out of it.
 
Beware as currently, converting to a state religion works fine. Converting *back* to No State Religion crashes the game. So not change of heart, just jumping from one religion to the next IOT grab the tech and build the wonders.
 
I just came back to this thread to correct myself, but I see everyone already did it for me!

I learned that that culture wielding wonder (the one that you can pick up and move around) did a very good job of expanding the borders of my settlements...so this seemed to me that the culture is working as intended.
