land theft via citadels not triggering war logical?

I think no one can dispute that stealing land during active peace treaty should be either blocked (low hanging fruit), or as Recursive said ideally count as casus belli to the other side and carry *huge* diplomatic hit (but that system is to be designed and implemented yet)..
It does already carry a huge diplomatic hit. The opinion hit isn't that significant but it counts as a "provocation" internally which means the AI is much more likely to respond with war and hostility in the future.
 
I think the problem is that a diplomatic hit just doesn't matter when the human player has their land stolen.

This is my gripe as well -- a human player hasn't any reaction possibility that is tied to the citadel. You could denounce or declare war but neither of them are linked diplomatically to the prior provocation. Also you can't request "don't citadel me" in advance.
 
Does the AI handle that well?
They still build citadels if that is what you mean, except nonene steals anyone elses land if the build one. In standard game they just plonk down citadels anywhere where they can steal your land. Without this mod you have ridiclous situations, particularly from the player, where they build right up to the city, giving the troops defending it idiotic losses of power because a citadel is nearby. How realistic.
 
I noticed recently that the mod (old as it is) didn't stop a Mongol general from land stealing, so it might not be able to prevent unique VP Citadels from land grabbing.

I generally find it to be an unfun mechanic. If you're not warmongering then you have no real recourse on the receiving end and likely have few to no generals to steal with yourself. If you are warmongering you're probably going to just take the city anyway - but the land stealing can have actual applications if you need to grind them down a bit.
 
In Civ IV you had this mechanic with great... artist? And I don't think that even had diplo penalties!
In fact it was even crazier because you could flip the tile an enemy city was on and it would revolt and join you (!)

Yeah it would be nice to have one of those screens, like what happens for troops near borders etc., and the "You're right and it's time for you to die!" response started a war, where the other person counts as having declared (thoughts?)
 
In Civ 4 you couldn't choose what tile you steal, instead the total culture of a city dictates its ability to take and hold lands.
What you describe looks like civ5 old great artist culture bomb, before BNW (and possibly even G&K).
