We appreciate your kindness, but note that T18 is also, for some reason, claimed by the Jaggonite state so I expect some competition remains (basically I think you're giving me 30% while the Jaggonites have a 20% chance of seizing them and I have a 50% chance, not that you're giving me a full 50%). However we thank you for your disinterest in the ruins!
Unfortunately we must inform you that we already have a pre-existing claim to the W23 ruins and were merely informing you, despite the clumsiness of our troops we will still be there first to claim it and be backed up by a stronger economy and military.
Nevertheless in the interest of peace we are willing to engage in extremely reasonable negotiatons for these ruins as well as the entire southern jungle.
For the small sum of 75 credits this turn we will cede the W23 ruins and southern jungle to your faction forevermore, never to be trespassed upon except with your permission and sign a treaty of friendship, (future) trade and non-aggression.

*Static*....We have just made planetfall, Seuir Milfeulle and still gaining our bearings. 75 credits and a binding pact of friendship? As binding as any pact may be on this planet! *Laughter then static*.... By the calculations of my Immunes our troops would reach the sites around W23 roughly at the same time....Knowing this I wish to amend this treaty so that it stipulates that you and your house may not come below T19,T20,T21,T22 unless you do so out of an act of war...

There is no godly rule that factions must slaughter each other and we resent the accusation we would break our word.
Moreover, our factions cannot move during the establishment of our initial base. My militia will make contact with the ruins in 2.5 turns and can seize it in 3 turns whereas your units will make contact in 4 turns.

Furthermore no treaty currently exist and any treaty disallowing our house to move below the T-line will make us unable to secure T18.
The Outlaw Commune said itself to be satisfied with one ruin. We're not only, unlike the Outlaw Commune's other neighbor, accepting of the fact that you have established yourself in our intended area of expansion but are also offering you a second ruin which we can rightfully claim as our own for a mere 75 credits.

Ahhhhh! Well then you have a turn of movement over me :P Scratch the part about reaching the ruins at the same time and in its place add some sort of vaguely threatening promise that if you get to the hexes around W23 before me war and pain and death and such will reign down upon you. Bonne's a mean gurrl.

Heck, if you make it 150 I'll throw in control of my closest militia (if that's possible) and you'll gain control of the ruins a whole round sooner and earn the average of 250 credits a turn (including up front dividends to growth) and we'll both walk off with a tidy 125 credit profit!

Yes, troops can be negotiated away. They're all clones anyway (unless stated otherwise), so their allegiance is to whoever commands them; they really don't care either way. Truth is, I can't think of anything you can own that can't be negotiated away, save for Imperial Favor.
 
Alright, deal struck. Though I do not believe I can 'spend my paycheck'. So the credits would have to go through next turn? (Turn 4)
