[GS] Lautaro doesn't like conquest of city states

Ok, so I've been careful NOT to conquer any capital because I don't like the diplo penalty so I'm keeping them as target for the end.

However I did conquer ONE city state (Lisbon) because it switched loyalty to Russia which I was in war with.

And I see this as the only explanation as why Lautaro is mad at me?
Is this intended?

Answer from support: "yes it is intended."

I replied:

If I may, if it is intended for Lautaro, then the text should be change to be reflect the agenda, from:
"Wants to stay safe from conquest. Dislikes those who have conquered other player's original capitals."
into:
"Wants to stay safe from conquest. Dislikes those who have conquered other player's original capitals or city states."

Because a city state is not a player's capital.
