According to the RFC:BtS atlas Istanbul, Salona and Athenai should cover the Balkans. (I copied the area wrong when I made my map on page 1.) And I'm pretty confident of my reading of the Python regarding Istanbul counting for both the Balkans and the Black Sea. The code appears to naively check each rectangle independently. Now, it's possible that obscured somewhere it has some list that prevents cities from double counting, but I doubt it.

I see that one of Athenai's Prophets is the ToA Priest... but it's still 21 vs 20.

It looks like there's an AP bug. Only one building is getting the AP hammer bonus. I'll report it in the RFC forum.

Actually I was just assuming he had Alexandria. He refuses to talk so no clue what he actually has. Something is near those flood plains where it would be though. Let's pop the prophet in Atina then, every shilling helps!
