Diplo visibility = combat bonus throughout the whole game (not just 10 turns after some event like for other leaders). Spies are usefull - more money, more great works, stop enemy that is faster in space race, get you eurekas, remove envoys from CSs, remove governors (if you want to take a city by loyalty)...
    4. Chandragupta - Arthashastra [3-3 = ELIMINATED] - Very situational bonus. I think I've declared terr. war maybe once. Not once in every game on average, but once in total. And even when you declare it, you get a bonus for 10 turns only.

Qin Shi Huang - The First Emperor [25+1=26] - Besides powerful Wonders like the Colosseum, I may often rush wonders like the Mausoleum, Petra, the Oracle etc even in cities with low production. Sometimes even the Colossus. So the LUA reliably translates into other good bonuses that are there for a large part of the game. Saves production during the crucial part of the game.

    9. Genghis Khan - Mongol Horde [10+1=11] Another one I will defend. That double espionage combat boost is great, plus I love free trading posts. It might not be as great as free roads and trading posts, but this is a pretty good ability, excellent for warmongers, or for defeating opponents to give yourself a further edge towards victory.

Catherine - Catherine's Flying Squadron [18] (17+1) --- Perhaps not the absolute most efficiently powerful ability, but if you want to run through a hybrid early warmongering / late peacemongering game this may well be your civ. Roosevelt lasted so long with his +5 bonus, and he's limited to his one continent. Catherine gets +3 anywhere. A free spy means production allocated elsewhere, and the free promotion on all spies means they will both get captured/killed less and succeed more (freeing more production from replacement spies). Gaining a 2nd promotion skews this even more favorably to France, and a 3rd with intelligence agency means you can compete with Greece/Tamar for city states (as you just create scandals and wipe the board of the competition's envoys).

    I originally wasn't going to vote, but that ten straight knocks is ridiculous. Even if one thinks it's over-recognized here, it's going against the spirit of the game.

    19. Montezuma - Gifts for the Tlatoani [35+1=36] +1 Combat Strength from each Luxury resource can be very powerful in the early game. If you start near another continent it gets even better. It's also possible to increase enough Luxury resources for the combat strength to have an impact even in the late game. Plus 2 extra cities benefiting from 1 amenity is nice.
    26. Qin Shi Huang - The First Emperor [29-3=26] Pre R&F an extra builder charge was very good, it has gotten nerfed significantly with R&F though. A single governor promotion give +1 builders charges, extra builder charges aren't a huge thing now. I also don't build builders in multiple cities much simultaneously. I'd rather stick Liang in my highest production city, enact Feudalism then build builders galore. After a while I build enough builders and don't need more so I get rid of Feudalism and take Liang out of the city. Plus I like to settle cities and defend myself early (when the AI is most dangerous) instead of taking risks with early wonders. (I play on Immortal)

Trajan - Trajan's Column [30+1=31] = Yes it's a relatively moderate bonus overall (you can get the same amount of culture by meeting an early cultural CS for example), but it's pretty much the only one here whose effects are kicking in turn 1 (as soon as you settle your capital), and you are getting to everything along the civics tree faster - from the first policy cards and governors to the first government - and their associated boosts.

    19. Montezuma - Gifts for the Tlatoani [36-3 =33] Builder capturing and district rushing aren’t actually part of his bonus. Amenities aren’t hard to come by, and Ghengis and Catherine can get a higher combat bonus earlier with diplomatic visibility.
