i agree. why have the art team spend a lot of time on animated leaderheads when their time could be better spent on units and map graphics? i think those are going to be an afterthought at best. most people, myself included, are more than content with the current static leaderheads.
The problem with animations is that you never, never can get them as good as the leaderheads, especially hex versions of Os-Gabella and Hannah the Irin. By using pictures' backgrounds and very high-res animations it *might* be possible but extremely heavy.
