Leader-Specific Starting Techs...?

Since nobody was interested in my last idea, I've came up with another one. We all know that each civilization has two specific techs they start the game off with... so I've modded mine just a bit so starting technologies are more based on the civilization's leader traits themselves.

My question/proposal is, can we edit the game to have civilizations start the game with techs based on the leader traits? Obviously, this only applies to civs with more than one leader.

For example, both Chinese leaders do not share a trait, so playing as the Chinese you would have two different starting techs for each leader.

Any thoughts?
