My question would be, who builds that many barracks? I generally build one for about every five cities or so. Strategically located so that upgrading can be accomplished in that city's region in a few turns of unit shuffling and in cities that will be producing a lot of ground units. If I get Leonardo's, the big upgrade to infantry and artillary at replaceable parts means that I can achieve any reasonable military objective that I desire before the AI can get off the ground in upgrading/building new units. This can include taking Sun Tzu's, taking out the most powerful AI, or clearing out the neighborhood.
 
I build a barracks in every city. Its the cheapest improvement save Walls. Every unit will be a veteran, and every unit within the city may be upgraded without shuffling around. I don't have the time to shuffle troops around.
For far off and disconnected cities it is a must. I always start these cities by building a harbor, then a barracks so that any units there may be upgraded (followed by a temple and a courthouse).
 
i only build barracks in my military producing cities. for the others (population centers, GW cities, culture cities...) i only build it when theres nothing else to do, or if these cities turns into my border.
 
I just play a level until i beat it then go on to the next. I'm currently on reagent.
