Learning the importance of Genocide!

Alright, I was playing Civ 4 today and I noticed something, one particular town I could not get to be happy, no matter what I tried. I looked in on the happiness meter and I noticed, that three people were unhappy because they 'longed to join the motherland.' This town was from a civilization I had all but wiped out, but neglected to wipe out their last town as I could not get to it without going through another Civ's territory. So I let them have open borders for 10 turns, drove some armor over there and wiped them out.

Nothing like wiping out their entire race to make the first town feel happy again. They don't even think of themselves as Incan anymore, just happy citizens in my Persian Empire...

I had that same unhappiness problem in a size 7 barbarian city I came across and captured.. wasn't sure what to do about that one, but I later noticed another barbarian city by an ally of mine.. we saved before he took care of it, so not sure if that will make it go away, or if it can ever go away, being that their motherland was barbarians
