From Quills videos I spotted that legacy bonuses have no cap. This could allow for some interesting stuff because the early government legacy bonuses can actually in some cases be more valuable then what later governments provide.

America is the biggest winner here because it legacy grows twice as quickly. It is worth mention that most legacy bonuses have very slow growth like 1% every 20 to 15 turns.

Theocracy and Merchant republic look to be really interest because they reduce the cost of gold/faith purchase which gets stronger and stronger the higher your % reach. An extra 10% then you already have 50% off is stronger then 10% off then you have to pay 100% of the cost.

Are you sure? I actually had the opposite interpretation and was a little sad for America, just because I was fairly underwhelmed at first glance.

This is the Autocracy tooltip from Marbozir's video, it looks like Autocracy's legacy bonus is capped at 10% for wonder production, and it takes a normal civ 200(!) turns to get that, while America would get +10% after 100 turns.

It looks like it starts at 10% and builds from there.

It say 10% + 1% every 20 turns you have run the government.
So as soon you pick it you get a 10% boost and then you get a permament 1% bonus every 20 turns. So if America run it for 300 turns it should have a 30% permament wonder production bonus and an extra 10% if its an autocracy.

Greece and America will have extra motivation to stay longer in a govt type to get more benefit since their ability allows it (extra wildcard slot and extra legacy bonus)

Aha, OK, I see it now. So if America ran Merchant Republic for 300 turns, it would get 40% off gold purchases, or if it ran Democracy for 100 turns, 20% more bonus yield from district projects. Much more impressive, with lots of options.
