Legitimitation of votes

With the supermajority and integration of the 4UC mod votes I was wondering: is there a way we are making sure that the users voting are legit?

As of right now anyone, dev, hardcore follower of the mod, casual players, a guy that stumbles with the mod one time, etc can vote and all of them have the same value (glory to democracy). I am a casual player and I was never into the votes as I thought you knew better than me what needs to be done. But with the 4UC integration the changes are really huge, so I ask:

- what is stopping a user making various accounts to vote multiple times?
- what is stopping a user to gather their friends and help him vote in one direction?
- what is stopping a guy that doesnt play the mod to make an account and vote?

I am not advocating for a census of players and i dont even know if i my worries are founded but any system where the public can change the outcome and users are anonymous is a potential threat of rigging and trolling. Maybe we are placing our bets that the mod has a niche, small and invested population and that is enough
 
It already happened and it was handled. Although, you can't know for sure that every vote was legit. Still, this is the best what we have to vote.

We generally have max 150 people vote in a congress so I don't think we need to be too worried.
If we get 300 votes, well then maybe we need to ask some questions.

This actually happened before and was caught.
- what is stopping a user to gather their friends and help him vote in one direction?
That seems perfectly legitimate, and even desirable? Getting your friends to participate, having a voice and make something with a community might get them into playing more together more.

Based and pro-social.

Why would someone do that unless they were part of one of those aforementioned friend groups?

It's not desirable if those friends don't even play VP and don't care, they just vote for whatever the user wants to, granting him more votes. It's just like if he created multiple accounts just for voting, but used someone else to do the clicking.

All of mentioned situations are not desirable.

Yea, that is what I wanted to mean

do not underestimate the power of trolling. people are weird and if they can they will do it

As hokath says, the number of votes is manageable, so any fluctuation will be really evident.
