Hey,

1. Don't like the no wartime for the British.
( I never went wartime with Austria.)
2. This is fine 4. Remove Barracks from allied nations at start they can be built though
3. Need that Horse Artillary put in the game under the Military Academy.
( I'm sure there is a kind Modder out there could help. Doesn't need to be
this game.) Lets play!!
4. Don't much like the changing of cities. But Warsaw should be Prussian.
( It was never a Austrian city.)

I'm happy to mod the BIQ File, though whoever is the first player will have to launch the scenario (just remember to set an admin password).

At the moment it looks like the following changes;

French Republic without War Weariness (I don't know if this will make France too strong or not).
Preserve Random Seed to be activated
All nations can use Wartime Production (with Nationalism)

Optional Changes
Moving Warsaw to Prussian control changes the economies as follows;
Prussia +7 shields, +7 net gold
Austria -7 shields, -6 net gold

Plague to be enabled - I have no experience with this event so would welcome any insight into it's effects.

House Rules
Tech trades are allowed with AIs only and Britain/France/Russia may not trade for techs at all! Trading a tech to an AI so another player can 'buy' it will be considered an exploit!
Optional Rules
Britain may not declare war until they hold both London & Paris or anytime after that.
I think Britain & France should have their VPs modified in someway to stop a siege mentality setting in.

Plague to be enabled - I have no experience with this event so would welcome any insight into it's effects.

Plague is just an annoying thing that kills units and citizens. To high settings will make it a pain in the ass. I dont want it.
You will have plague in middle ages scenario beyond turn 150. Also there is plague in Fall of Rome scenario also. Play them as single player and you will find.
No changes to territory please.

I may do any of the following civs: France, Austria or Ottomans or Russia. Whatever civ you give me keep in mind I'm a skillful player.
My experience:
I play civ 3 since its beginning (2001).
1 and 1/2 year in MP ladder (civ3players)
More than 1 year experience in PBEM's.

P.S.: I dont want Britain.
