Library doesn't say it provides culture - but it does?

When I installed BTS, there's a few buildings (library and monument come to mind) that no longer show they provide culture on the tool-tip, but once built they are actively providing culture to the city. Is this a tool-tip error?

Civolopedia also reports it correctly but it's in a different place now.
