Yes, "Light" is finished (we retain the right to still change and add to things as we desire

I dislike listing future features because it builds expectations, and until we are finished with the design for that phase I dont know what it will look like. But in general "Fire" is about the late game and a final battle between good and evil. It also focuses on the Mercurians and the Infernals. We want to play up the armageddon aspects of the game and introduce hell, if that is fun.
Thats really the secret,we want to make the game more fun (heck, if hell isnt fun it will get dumped). "Light" was about defining the civs and adding a more flexible magic system. You can certainly see the results of both of those, but I wouldn't have been able to list the features for it (like the Kuriotates sprawling trait, the Khazads wealth mechanic, or specific spells) until we were relatvily close to releases.
"Shadow" is about the Sidar and the Svartalfar. Its even harder for me to estimate specific features for that phase since its farther out. Our origional high level design called for hidden nationality, monster lairs, equipment, and quests in that phase. As you know hidden nationality got introduced early. Monster lairs as they are in the game now are just a little tester of what we will probably do with them in "Shadow". There is a lot of potential there.
But all of this will take time. So we probably won't have much more to share anytime soon.
