The first 2 Pingala promotions have been changed. One promotion gives +1 Culture per turn for each citizen in the city and the other gives +1 Science per turn for each citizen in the city.

These are all logical and honestly a bit boring. I think I know understand everyone who hyped themselves up on Phoenicia only to be disappointed. I hyped myself up on these governments.

The corporate government seems partially geared towards military, but it's versatile. The science government and democratic government are the real opposites.
