Basically, don't do CL if you are pursuing a Science Victory. Don't do DD if you want a Dom Victory, and don't do ST if you want a Culture Victory.

1. Endgame SV is more about production than science.
2. Your biggest science cities will probably have the governors anyway. 10% less science from insignificant cities shouldn’t be an issue - especially if there are still irrelevant techs for SV like in Vanilla/RnF

Vulnerable to sea level rise, I think. Similar icons pop up for tiles vulnerable to floods and volcanoes.
Those tiles will flood when the sea level rises. First those without a number will flood. When the sea level rises a second time, those with a 2 will flood, and then those with 3.
