No, that was specifically for his Encampment UB. Encampment buildings allow you to stockpile strategic resources, so you can't actually generate the per-turn amounts until you've built one, and then you're capped by your stockpile allowance.
I was hoping for Iteru to be much better. It's a tiny boost compared to Hungary's, even if you are more flexible. No damage from flooding is nice as you will never need to build dams. But it is not significant enough to make Egypt a competitive civ. (Doesn't have to be any way).
I mean if Norway and Georgia aren’t seeing significant buffs then I don’t suppose I’d expect to see much outside of flavour changes to the others.
I was hoping Iteru would have got a little bit more but ultimately the game around the Civs is where the biggest changes come from. (Like France between vanilla and R&F)
