I think that it's hard to expect to have two games with the same difficult variant rules to be filled at the same time.
Lee is *definitely* right in his requirements to play: Emperor AW is new territory, and even the best players will struggle with it. To get an idea of just how tough, Sirian, one of the most respected players around here, has tried three Emperor AW games with PTW, and has lost all three. Likewise, Epic 27, a Monarch AW game, has just closed, and we have had more reports of losses than victories. There's no question in my mind that Emperor AW is substantially harder than a Deity game.
Doing it as a QSC game is a good idea, although it may well have the problem of ending up as who had the best luck has their game selected. If one player gets a great leader, and the others don't, then that's going to easily make theirs the best. Doing it as a QSC would give much more chance of victory because of this, imo.
