actually a bug.
1. You lose a supply of lux resource.
2. You check back on one of your cities not using the governor-function and from the citizen moods you deem your city happy enough to be left alone.
3. Next turn the city 'shuts down'.
What happened? The citizen moods shown in the city screen did not refresh! Same thing could happen with buying lux resources.
To refresh it you must move the luxury tax slider one notch and revert it back if you want to. It will then refresh and you'll see the actual moods of the citizens. In one game, for example, I bought back all luxury resources that have expired the turn before (the 'always renegotiate deals' doesn't work. probably another bug.
) and with each purchase I checked back on my only city to see if the moods have changed and they didn't! Since I thought my city-nation was still in trouble I moved the lux tax slider up a notch and everyone became happy! I slid it back and the correct moods for 0% lux tax now showed.
So each time you buy or lose luxuries move the lux tax slider to refresh citizen moods.
Note: Playing OCC now since I read Sulla's most recent(?) OCC game. It is a lot of fun. Another thing I found out is that anarchy take less time when you have lots of luxuries and less number of cities (OCC + 5 luxs = 1 turn.) So in OCC the religious trait doesn't help much.
