Can someone create a lord of teh rings total conversion for civ 4(not warlords) i can't do it, not nearly good enough

it could include:
Gondor
Rohan
Mordor
Shire
Haradrim
Dwarves (moria, copper hills, etc)
Elves (rivendale, Lothlorien,etc)

Techs shouldn't be to hard
Units (fall from heaven 2 has quite alot of units that could be used in this)
Buildings (books give a good description, movies even more)

Get good enough. I doubt anybody is willing to put out this much effort just for you.

What you're requesting requires an incredible amount of effort - we're talking months worth of work. The best way to get a project like this to succeed is to take the lead yourself. Learn how to edit the XML files (not that difficult, really) then put together a straw model - civs, leaders, units - using existing graphics. (and, as you've already noted, mods like FFH2 can contribute some of these already)

Once people see a framework, they may be more willing to contribute unit graphics, leaderheads, etc.

But you definitely need to be the driver, and you have to show you are willing to put in the effort.

Wyz is right on the money.

the other thing, esp. with something like LOTR, you know what/how you want to handle things, do you want to retell the ring war...and which one?...do you want to go into the various wars talked abotu in the Simarillon (spelling, what a concept) or do you want, as I think was done in CIV2 take frodo as a hero unit and sneak him into mordor while keeping the enemy busy elsewise..which was really a great mod even if the AI never fully got the concept of what it was doing.... or do you want to take 'middle-earth' post a generation or two, and create your own wars.

every generation reads the books and gets headsup about it, so you'll always have an audience for whatever you do and with it 'not being good enough'....no art has ever matched the artists's vision...I'm sure Michael-O thought 'David' should just have a moustache and maybe a little more tonker when he was done. If you meet an artist who thinks he's done perfect work...shoot him out of kindness, it'll be better than having him wake up from the dream world he lives in.

i was actually thinking a mix of all the civs. (sort of like the star wars mod)
i guess that would make it my own wars. (mix of silmarrion to later)
