Louis XIV vs. Napoleon

So France is my secound favorite Civ in the game and I was exited about the leader choices, but i have a problem. Am I the only one who cannot get Napoleon to work for them? His traits are good and all but for some reason I can not get a solid civ going, with Louis it is no problem(a city building spree and a cultural explosion before the end of the ancient and your set). What are some tips for a Napoleon game?

For napolean you have to go to the war civics to get three upgrades for knights/cav and roll in with full withdrawl upgraded to really stomp people. He's not a sit back and launch leader.
