Ghaad. With terrain like that you needed the 1/2 price campus districts just to build them in what might be construed as a "reasonable" time frame. To add insult to injury, you had to use what few hills you had for the Seowon's :-(. As for libraries and universities, yikes...I'm surprised you got either built before Y2K! Congrats on winning under such harsh starting conditions .

Yeah, but Korea is so OP it doesn't even matter. The fact that they can get a half price campus with an automatic 4 adjacency (as long as no other districts are touching it) is very powerful; all one has to do is pack in their cities, spam that as the first district in each, and have the card that doubles the adjacency bonus. That becomes a base 8 science from each. Don't even need to build the buildings until later if one wants.
