I'm not exactly complaining, given the added benefits, but I don't think that Victoria should be able to build 6 Vampire Castles!

Yes, Vampires must count as military engineers. 1+2 charges from Workshop of the World.
This must mean regular Victoria (and Eleanor!) has had this all this time nobody noticed. (Except the exploiting player in MP!)

I have not noticed with the original Victoria, or Eleanor, will have to give it a try.

Are you playing with mods? I don't see how it is possible in the game since the code explicitly checks for military engineer.

Sukritact's simple UI adjustments, quick deals, and scout cat. Used them for ages and never experienced this before.

So I am play testing Victoria (alt) on my map/mod TSL Old World (UN Earth Maps) and she is getting the correct number of Vampire Castles.
