Okay, I tried pinching myself, and I'm not dreaming. In my current game, I have four sources of Oil, the Spanish have one, and the Romans have one. The two remaining players, the Celts and Ottomans, most certainly do not have Oil (I've even traded world maps to update the tiles in case new sources appeared). I've looked the map over, and I can safely say that the Spanish are at war with the Celts (no trading going on for Oil), and the Romans don't need Oil in any trade (they have one source, they aren't trading it away...not even sure if it'd be possible!).
What's the problem? The Celts have Oil. That's right. They have it magically. I'm not trading them Oil for something. It's just coming right out the magician's hat. There is no source of oil they could have tapped. I called a ceasefire and they traded me their only settlement with Oil present (they settled right on top). I do have an Airport there, but seriously, I am not trading any resources with them. Yet they have Oil. What the hell? Please tell me this isn't possible, because I might just chuck in this match, and possibly the entire game. How can they have Oil? That is blatant cheating. Sure I can reload and change things (I do preserve the random seed, though, so...), but it's pathetic if they can magically get resources. What's the point of eliminating their resource network, or even fighting them, if they can get it out of nowhere? I could never do that! I'd be screwed for sure...
This is Complete, unmodded (except for Warpstorm Watercolour Terrain, and about 50% corruption as opposed to the vanilla higher level), Emperor setting.
EDIT: A bit more background. I kept nuking the tiles around the settlement to prevent the Celts from having access to the Oil when I was at war with them. Consistently they had no Oil (it appeared in the trade display, greyed out since I never agreed to a ceasefire at that point in time, I just wanted to make sure they didn't have it). I got the settlement in the ceasefire, along with another one (Spices! Yay!). Only now have I realised they have a magical resource.
